Conclusions of the Cable Communication Convention 2004
The unauthorized access to the communication networks is the main issue of the cable operators. This phenomenon represents an attempt upon the quality of service, upon the development of the cable companies and upon the state budget, by decreasing the tax basis. The provisions of the new Criminal Code to be enforced in 2005 are extremely clear and shall sanction this sort of offences.
Cable operators in Romania are able to provide advanced and innovative services to their customers, but at the same time an incentive stable regulating framework needs to be created in order to encourage the necessary investments.
At present, several Romanian cable networks can broadcast only 30-35 television channels of over one hundred channels available for broadcasting, of which 50 channels have a Romanian language version. There is pressure upon the cable operators to take over as many channels as possible and this shall be possible together with the modernization of the infrastructure. Although the average price of the subscription is among the lowest in Europe, cable operators have accelerated investments in technology. In the context of a low purchase power, optional programs packs are one of the ways to provide subscribers with services adapted to their needs.
